# Rudolf Husovič

> Rudolf Husovič, PhD, is Head of the Centre of Information Resources at the University of Ss. Cyril and Methodius in Trnava, Slovakia. He is responsible for the university library, the university press, publication records and research data analysis. He is turning the university library into research infrastructure built on open systems, with data that stays with the university, and he designed the university research portal. Beyond that, he works on open science and artificial intelligence in academia.

## Areas of work

### 1. The library as a research service (day job)

He is especially interested in open systems and in how institutions can run without depending on a single vendor.

Results at UCM:

- Moved the UCM library system to open software managed in-house, with no licence fees and no vendor lock-in.
  - In line with: UNESCO Recommendation on Open Science (https://en.unesco.org/science-sustainable-future/open-science/recommendation) (2021): software and source code are part of open scientific knowledge, and open science infrastructures should be not-for-profit, often built by communities.
- Introduced self-service loans and unified search across all library resources. Self-service has freed librarians from mechanical tasks so they can focus on knowledge-based work.
- Full texts are made available and managed electronically, directly in the library system.

Know-how:

- Data-driven acquisitions: usage statistics as the basis for buying databases and literature.

Standards and tools: MARC 21, ISO 690, OAI-PMH, REST API

Principle: “Anti-lock-in mindset. Data belongs to the institution, not the vendor. Open formats and standards protect against lock-in and unnecessary costs.”

### 2. Research information (day job)

Everything a university knows about its own research: publications, projects, grants and the identifiers that connect them.

Results at UCM:

- Designed and launched the university research portal, which brings together projects, grants and outputs across UCM, feeds annual reports and evaluations, and makes its data available through an API.
  - In line with: Barcelona Declaration (https://barcelona-declaration.org/commitments/) (2024), commitment 2: internal research information systems should let data be exported and opened using standard protocols and identifiers.
- Set up the data analysis unit with university management; it prepares annual report data centrally, taking that workload off the faculties.
- Thanks to ORCID and DOI identifiers, publications by UCM authors can be found unambiguously in international databases and rankings and are credited to the university automatically.
  - In line with: FAIR principles (https://doi.org/10.1038/sdata.2016.18), F1: data and metadata carry a globally unique, persistent identifier. Barcelona Declaration (https://barcelona-declaration.org/commitments/), commitment 2: standard identifiers wherever available.

Know-how:

- Publication statistics: processing data from the national publication register (CREPČ) and evaluating it as statistics for performance monitoring.
- Persistent identifiers: rolling out ORCID, DOI and ROR so the institution shows up in international databases without manual updates.
- Research information management: a single record of projects, grants and publications that serves reporting, evaluation and management.
- Data for management decisions: overviews and analyses in SQL and Excel that replace collecting data from each faculty.

Standards and tools: CREPČ, Web of Science, Scopus, ORCID, DOI, ROR, SQL, Excel, business analytics

Principle: “Process first, software second. A new system won't fix a broken process, so I start with analysis, not procurement.”

### 3. Open science (beyond)

Open science is standard practice at Western universities and Slovakia is still catching up. He follows European policy and the reform of research assessment, and is interested in turning declarations into everyday practice: open publications, open data and fair assessment of researchers.

Know-how:

- Repositories for publications and theses: designing and launching a repository with access levels that respect copyright and policies that get authors to actually deposit.
  - In line with: Horizon Europe: peer-reviewed publications must be deposited in a trusted repository by the date of publication at the latest, with no embargo and a CC BY licence.
- Research data: storing and sharing research data in line with Horizon Europe requirements.
  - In line with: Horizon Europe: a data management plan, the FAIR principles (https://doi.org/10.1038/sdata.2016.18) and “as open as possible, as closed as necessary”.
- Open access in practice: policies and support for authors so their outputs meet open access conditions and funder requirements.
  - In line with: Plan S (https://www.coalition-s.org/) and Horizon Europe: publications from publicly funded research should be open access immediately, with no embargo.

Initiatives he follows: European Research Area Act (in preparation); Barcelona Declaration on Open Research Information; Council conclusions on scholarly publishing; Agreement on Reforming Research Assessment (CoARA); Slovak National Strategy for Open Science 2021–2028; UNESCO Recommendation on Open Science; Directive (EU) 2019/1024 on open data; EOSC, European Open Science Cloud; Commission Recommendation (EU) 2018/790; Plan S; FAIR principles; DORA, San Francisco Declaration on Research Assessment

Principle: “Open by default. If something stays closed, there should be a reason, not a habit.”
In line with: Barcelona Declaration (https://barcelona-declaration.org/commitments/) (2024), commitment 1: openness as the default for the research information an institution uses and produces.

### 4. AI in academia (beyond)

He uses AI in development and experiments with multi-agent workflows and local language models on his own hardware. He is interested in where AI genuinely helps in academia and where it runs into data protection.

Know-how:

- AI on in-house infrastructure: running language models inside the institution so sensitive data stays under its control.
  - In line with: Commission guidelines on the responsible use of generative AI in research (https://research-and-innovation.ec.europa.eu/document/2b6cf7e5-36ac-41cb-aab5-0d32050143dc_en) (4th version, October 2026): research organisations should, where possible, implement locally hosted or cloud-based generative AI tools that they govern themselves, so data stays protected and confidential.

Tools and methods: generative AI, AI-assisted development, multi-agent systems, local language models, Visual Studio Code, XAMPP, Apache, terminal

Initiatives he follows: European Strategy for AI in Science (RAISE); AI Act, Regulation (EU) 2024/1689; Living guidelines on the responsible use of generative AI in research; ISO/IEC 42001:2023; Data Act, Regulation (EU) 2023/2854; Data Governance Act, Regulation (EU) 2022/868

Principle: “AI supports judgement, it doesn't replace it. Where AI saves time, I use it. Decisions and accountability stay with people.”
In line with: Commission guidelines on generative AI in research (https://research-and-innovation.ec.europa.eu/document/2b6cf7e5-36ac-41cb-aab5-0d32050143dc_en): researchers remain ultimately responsible for scientific output.

## Career

- Present: Head of the Centre of Information Resources, University of Ss. Cyril and Methodius in Trnava. The Centre brings together the university library, UCM Press, publication records and the data analysis unit.
- 2019–2021: member of the Academic Senate of STU and of the STU Economic Commission.
- 2019: British Embassy Startup Award, STU InQb, which included a private audience with the British Ambassador.
- 2017–2021: doctoral studies (PhD) at the Slovak University of Technology in Bratislava in industrial engineering and management, preceded by an engineering degree (Ing.) in the same field. Doctoral thesis (2021): The Proposal of the Evaluation Model for the Industrial Business Analytics Maturity Level.

His management approach draws on industrial engineering: measurable services, systematic risk management and data-driven decisions. At the same time he stresses that, at the end of the day, it is people working for people, in one workplace or on one planet.

## Essay

Where Formalisation Serves Knowledge. He sees a library as a formalised place for knowledge, whatever form it takes. Librarianship and IT share a root in formal logic and Boolean algebra but do not merge: IT set meaning aside, while librarianship is built on it. What is needed are good interfaces and people who understand both languages. Text: https://www.husovic.sk/en/#esej

## Publications and patents

The Slovak national publication register (CREPČ) lists 16 records from 2018–2022, mostly from his doctoral studies.
